As an ordinary citizen, I take the police side

To the average guy on LBJ, Sunday's guest column " San Marcos City Council should pursue cite and release ordinance as proposed" gives a very compelling, however one sided, case that is missing some important details. One would think the Police just take a simple ‘I’m against “cite and release”’ stand. Or one would think the Department does not realize the need for change or want change. I for one would rather see the experts in the police department draw up a plan, and not people who never had to do the unique work they do. It seems the politicians are always ready to make more paperwork and checklists for the people — whose hands do the real work.  Then the bureaucrats wipe their hands and think “wow I did a lot today” (when they have not done one real life thing). Why not let the police department draw up a plan and let the council vote on a “Police Department Plan.” I’m  not interested in something written by another average guy on the street who happens to have more influence on the direction of police work than the police — who do the job.
